Layer > New Fill Layer > Solid Color ...

In the dialogue pop-up box, choose Gray color, Color Dodge blending mode & 30% opacity.

Using a soft brush, paint on your mask to customize any areas.

Tweak opacity and blending mode as you see fit.

If you want to add a Color Fill Layer as an afterthought, the numbers for a neutral gray are R=111, G=111, B=111
